Abstract

Purpose

The purpose of the chapter is to specify effects of crises and to evaluate their influence on growth and development of socio-economic systems.

Methodology

The authors use the method of regression analysis, with the help of which dependence on growth of the global GDP of various indicators that reflect crisis effects is determined. The information and analytical basis of the research is statistical materials of the World Bank and the International Monetary Fund. Timeframe of the research covers 2007–2016. The research is performed at the level of global economy on the whole for provision of representativeness of data and authenticity of results.

Conclusions

It is determined that influence of crisis on socio-economic system is expressed in short-term, mid-term, and long-term periods, including the next phase of economic cycle (phase of rise). Growth and development of economy after crisis are predetermined by its influence – crisis creates in a socio-economic system the environment that makes economic subject and state regulators cooperate and stimulate more active state support for society and business. Comprehensive study of the wave of economic cycle allows determining crisis as an impulse for development of economy, which expands its traditional negative treatment as a source of recession. It is also shown that crisis leads not only to financial (reduction of total savings in economy) but also social (growth of unemployment rate) and other – e.g., ecological (post-crisis increase of the share of renewable energy in the structure of production of electric energy) – effects in the economic system.

Originality/value

It is substantiated that influence of crises on growth and development of socio-economic systems is contradictory. On the one hand, crisis leads to temporary decline of GDP and slows down the development of socio-economic systems. On the other hand, crisis opens new possibilities for further growth and development of these systems, preventing their stagnation.

The purpose of this chapter is to determine the basic preconditions to information economy’s formation in modern Russia.

Abstract

Purpose

The purpose of this chapter is to determine the basic preconditions to information economy’s formation in modern Russia.

Methodology

The methodology of the research includes the method of comparative analysis, which is used for comparing the values of the indicators of informatization of Russia’s socio-economic system to the indicators of other countries, and the method of trend analysis, which is used for determining the growth rate of these indicators in Russia.

Results

The authors study the dynamics of the values of the indicators of information economy in Russia in 2008-2017 and determine three basic preconditions to the formation of information economy in modern Russia. The first precondition is related to the necessary normative and legal provision of information economy that determines the course at its formation. The second one is related to the readiness of infrastructural provision (mobile communications, the Internet, the system of e-commerce, and online payments) for formation of information economy. The third precondition is vivid progress in informatization of the socio-economic system, as a result of which Russia exceeds the average global level.

Recommendations

It is concluded that Russia has quickly implemented the strategy of modernization of the socio-economic system, creating a platform for formation of information economy.

The purpose of this paper is to determine the possibilities and barriers of the practical application of internationally recognized diplomas of higher education.

Abstract

Purpose

The purpose of this paper is to determine the possibilities and barriers of the practical application of internationally recognized diplomas of higher education.

Design/methodology/approach

The authors used SWOT analysis for determining preconditions and barriers as well as possibilities and threats that are related to the provision and practical application of internationally recognized diplomas of higher education and the method of modeling of socio-economic processes and systems for compiling a conceptual model of the provision and practical application of internationally recognized diplomas of higher education. Demand for the practical application of internationally recognized diplomas in modern Russia is determined with the method of analysis of statistical data (method of economic statistics). The information and analytical basis of the research consists of materials of the Federal State Statistics Service of the Russian Federation.

Findings

It is shown by the example of modern Russia that the practical application of internationally recognized diplomas is popular, and universities that provide remote education possess wide possibilities in the sphere of their provision, as they are characterized by high flexibility that allows them to adapt to the international standards of university education. The barriers of the practical application of internationally recognized diplomas of higher education are caused by the lack of clear and generally recognized international standards of university education, absence of entrepreneurial culture of application of internationally recognized diplomas and absence of international organization that certifies activities of universities and issues licenses for internationally recognized diplomas.

Originality/value

In order to overcome these barriers, the authors created a conceptual model of the provision and practical application of internationally recognized diplomas of higher education.
